Risk Management and Emergency Response Guidelines
Article 1 — Purpose
These Guidelines define preventive measures and response procedures for managing risks and emergency situations arising in connection with activities conducted under the European Civic Resilience Programme (ECRP).
Article 2 — General Principles
Risk management under ECRP is guided by the principles of:
- prevention and preparedness;
- proportionality of response;
- prioritisation of participant safety;
- transparency and documentation.
Article 3 — Identification of Risks
Potential risks may include, but are not limited to:
- emotional distress or interpersonal conflict;
- procedural or compliance failures;
- reputational or misrepresentation risks;
- health, safety, or environmental incidents.
Article 4 — Preventive Measures
Organisers and facilitators should:
- ensure appropriate venue conditions;
- clearly communicate rules and expectations;
- monitor participant well-being;
- prepare contingency plans for foreseeable risks.
Article 5 — Emergency Response
In the event of an incident:
- Activities may be suspended where necessary to ensure safety.
- Immediate measures shall prioritise de-escalation and protection of participants.
- Serious incidents may require engagement with external emergency services.
Article 6 — Reporting and Follow-Up
- Significant incidents shall be documented.
- Reports shall focus on factual description and response measures.
- Lessons learned may inform future improvements.
Article 7 — External Communication
Public communication regarding incidents shall be factual, restrained, and proportionate, avoiding speculation or escalation.
Article 8 — Entry into Force
These Risk Management and Emergency Response Guidelines enter into force upon their official publication as part of the ECRP Governance Framework.
