Risk Management and Emergency Response Guidelines

Article 1 — Purpose

These Guidelines define preventive measures and response procedures for managing risks and emergency situations arising in connection with activities conducted under the European Civic Resilience Programme (ECRP).


Article 2 — General Principles

Risk management under ECRP is guided by the principles of:

  • prevention and preparedness;
  • proportionality of response;
  • prioritisation of participant safety;
  • transparency and documentation.

Article 3 — Identification of Risks

Potential risks may include, but are not limited to:

  • emotional distress or interpersonal conflict;
  • procedural or compliance failures;
  • reputational or misrepresentation risks;
  • health, safety, or environmental incidents.

Article 4 — Preventive Measures

Organisers and facilitators should:

  • ensure appropriate venue conditions;
  • clearly communicate rules and expectations;
  • monitor participant well-being;
  • prepare contingency plans for foreseeable risks.

Article 5 — Emergency Response

In the event of an incident:

  1. Activities may be suspended where necessary to ensure safety.
  2. Immediate measures shall prioritise de-escalation and protection of participants.
  3. Serious incidents may require engagement with external emergency services.

Article 6 — Reporting and Follow-Up

  1. Significant incidents shall be documented.
  2. Reports shall focus on factual description and response measures.
  3. Lessons learned may inform future improvements.

Article 7 — External Communication

Public communication regarding incidents shall be factual, restrained, and proportionate, avoiding speculation or escalation.


Article 8 — Entry into Force

These Risk Management and Emergency Response Guidelines enter into force upon their official publication as part of the ECRP Governance Framework.
