Implementation Rules
Article 1 — Purpose and Binding Nature
These Implementation Rules establish binding requirements applicable to all activities conducted under the European Civic Resilience Programme (ECRP).
Compliance with these Rules is mandatory for all organisers, facilitators, partners, and participants involved in ECRP activities.
Article 2 — Programme Neutrality
- ECRP activities shall be conducted in a strictly non-partisan and non-advocacy manner.
- No ECRP activity may promote political parties, candidates, policy positions, or ideological agendas.
- Facilitators and organisers shall refrain from expressing personal political opinions within the framework of ECRP activities.
Article 3 — Participation and Assessment
- Participation in ECRP activities is voluntary.
- Assessment of participants shall be based exclusively on:
- participation in the activity;
- engagement with procedural rules;
- completion of required reflective components.
- Assessment outcomes shall not depend on:
- performance success or failure;
- strategic outcomes of simulations;
- alignment with particular viewpoints.
Article 4 — Immersive Simulation Rules
- Participation in an immersive tabletop simulation entitles the participant to two (2) points.
- Simulation points shall not vary according to success, failure, or outcome of the simulation.
- Completion of the associated reflective assignment may grant an additional zero (0) to two (2) points, based on qualitative evaluation criteria.
- The maximum number of points obtainable from a single immersive simulation shall therefore be four (4) points.
- Participation alone shall be credited, even in the least favourable circumstances, including repeated failure scenarios.
Article 5 — Facilitator Requirements
- All immersive activities must be led by facilitators holding a valid ECRP facilitator qualification.
- Facilitators shall conduct activities in accordance with:
- the Project Charter;
- the Facilitator Code of Conduct;
- applicable operational guidelines.
- Any deviation from prescribed procedures must be documented and justified.
Article 6 — Organiser Responsibilities
- Organisers are responsible for ensuring:
- compliance with all ECRP governance documents;
- participant safety and respectful conduct;
- appropriate logistical and organisational arrangements.
- Organisers shall cooperate fully with any review, audit, or investigation conducted under ECRP governance mechanisms.
Article 7 — Records and Documentation
- ECRP activities shall be documented in a manner sufficient to:
- verify participation;
- support certification processes;
- address potential complaints or appeals.
- Records shall be retained in accordance with applicable data protection rules.
Article 8 — Breach and Consequences
- Any breach of these Implementation Rules may result in:
- suspension of facilitator or organiser status;
- invalidation of certifications;
- termination of partnership arrangements.
- Breaches shall be handled in accordance with the Complaints, Appeals, and Dispute Resolution Mechanism.
Article 9 — Entry into Force
These Implementation Rules enter into force upon their official publication as part of the ECRP Governance Framework.
