Certification Policy and Verification Rules
Article 1 — Purpose
This document defines the principles, conditions, and procedures governing the issuance, validity, and verification of certificates awarded under the European Civic Resilience Programme (ECRP).
ECRP certification recognises participation and engagement in accordance with Programme rules. It does not constitute an academic degree or professional licence.
Article 2 — Eligibility for Certification
- Certification may be awarded to participants who:
- have completed required ECRP activities;
- have complied with procedural and participation requirements;
- have fulfilled applicable reflective and assessment components.
- Certification eligibility shall not depend on:
- ideological alignment;
- performance outcomes within simulations;
- expression of particular opinions.
Article 3 — Nature of Certification
- ECRP certificates attest to:
- participation in defined Programme activities;
- engagement with structured deliberation and experiential learning.
- Certificates do not attest to:
- political positions;
- policy preferences;
- behavioural endorsement beyond Programme participation.
Article 4 — Issuance Procedures
- Certificates shall be issued in accordance with documented procedures.
- Each certificate shall include:
- participant identification information;
- certification scope and date;
- a unique verification reference.
- Records of issued certificates shall be maintained.
Article 5 — Validity Period
- ECRP certificates are valid for a defined period.
- Expiry or renewal conditions shall be specified where applicable.
Article 6 — Verification Mechanism
- ECRP shall maintain a mechanism enabling third parties to verify the authenticity of certificates.
- Verification shall be limited to confirmation of:
- certificate validity;
- scope and date of issuance.
- No additional personal data shall be disclosed beyond what is necessary for verification.
Article 7 — Misuse and Revocation
- Misuse, falsification, or misrepresentation of ECRP certificates is prohibited.
- Certificates may be revoked in the event of:
- fraud or misrepresentation;
- serious breaches of Programme rules.
- Revocation decisions shall follow established review procedures.
Article 8 — Entry into Force
This Certification Policy and Verification Rules document enters into force upon its official publication as part of the ECRP Governance Framework.
